Yes! There will be an official forums for Hytale... but this is the non-official. You have to realize that most gaming communities / marketplaces / tools are not officially ran by the game developers themselves.

Look at minecraft for example, the most popular sites such as:

https://www.bukkit.org/
https://mc-market.org
http://namemc.com
https://minecraft-server-list.com/

And SEVERAL more, none of these are officially made by Minecraft / Mojang.
