Offline Modding?

The way I read it, you can only mod on servers. Is this true? This seems like a fatal mistake if so

The client cannot be modded. They're taking this measure to prevent hacks, etc. I'm sure they have a plan to compensate for this though. It seems to me like there will already be an absolutely massive library of in-game tools which allow you to mod the game from assets which are already made available to the players.
