Navbar Issue

I do not have a program on my computer to provide proof of this "bug", but whenever I hover over a tab in the Navbar, it does not let me choose it. My cursor has to be on the "down" arrow for me to choose the correct tab.

I am not able to click on the tab. How is this not a bug?
